AETC National Evaluation Center
The National Evaluation Center (NEC) is excited to announce the launch of two new evaluation tools. The first tool is a 13-unit evaluation training curriculum for AETC staff and faculty; and the second, titled
Clinical Vignettes Online
, is an online tool administering HIV clinical vignettes to trainees receiving in-depth clinical training.
Evaluation Curriculum
: Available for preview this summer, the new evaluation training materials will be formally available to the AETC network in fall 2006. Originally intended as an overview of training evaluation, the new curriculum now covers topics ranging from evaluation planning to analysis and dissemination. In developing the curriculum, the NEC discovered a strong interest from the AETCs for further training and resources on how to plan, conduct, and apply evaluations in training and capacity-building programs. The curriculum's content has benefited greatly from evaluators' input, and from regional and local staff members who demonstrated that evaluation takes many shapes across the AETC network. Instead of offering a prescriptive approach to evaluation, the training materials emphasize basic concepts and practical approaches to different evaluation activities. While the curriculum is intended to be used as a whole, users may also select the particular units that they want to learn more about.
The curriculum's 13 units are divided into five sections
:
- Getting Started, which includes guidance on how to use the curriculum and a "roadmap" to AETC evaluation.
- Program Evaluation, covering program evaluation basics, needs assessment, CQI, and capacity building evaluation.
- Methods, including quantitative, qualitative, and mixed methods approaches.
- Training Evaluation, which describes how to measure trainees' reactions, learning, behavior change, and long-term results.
- Practical Issues, covering important ethical issues and how to incorporate evaluation planning in any training program.
Each of the units includes a MS PowerPoint slide set and written companion narrative in Adobe PDF format. Additional resources and references are also provided. Electronic materials will be available on the NEC Web site at the end of the summer, and hard copies will be made available in other venues throughout following months. The NEC hopes these units will serve as a "jumping off" point for anyone interested in AETC evaluation and as a starting point for further study and application, either independently or through collaboration with the NEC.
Clinical Vignettes Online
: The NEC is charged with increasing the capacity of local training providers to measure the outcomes of their training activities as they relate to changing the clinical practice behavior of the healthcare professionals trained. Therefore, the NEC has developed a set of HIV clinical vignettes and an online tool for administering them to trainees.
Clinical Vignettes Online
provides a way for faculty to measure the effectiveness of more intensive clinical training activities, such as Level III trainings. Clinical vignettes replicate practice behavior and, when administered both before and after a course, trainees' responses can help faculty tailor training content and determine effectiveness.
Features of the online tool include access to state-of-the art clinical vignettes written by AETC clinician experts, easy scoring tools, automated reports, and statistics. To view a demonstration of how a trainee would use an online vignette, go to:

and click demo. A demonstration of the features available to faculty is available with a password.
