HIV Rapid Testing and Counseling: Train the Trainer Materials

About this Training

The Federal Drug Administration (FDA) approved the OraQuick rapid HIV-1 antibody test in November 2002 and declared it waived in February 2003. The versatility of this new test permits HIV rapid testing and counseling services in a wide variety of outreach and non-clinical settings. Beginning in February 2004, the HIV Prevention and Education Service within the Washington State Department of Health (DOH) began training clinicians and practitioners across the state to use this simple, accurate HIV testing method.

With funding from the Health Resources and Services Administration (HRSA) in the spring of 2004, the Northwest AIDS Education and Training Center (NWAETC) worked jointly with the Washington State Department of Health to further develop and formalize the DOH training curriculum. Building upon the Washington State OraQuick Rapid Testing and Counseling Guide, the CDC Quality Assurance Guidelines for Testing Using the OraQuick® Rapid HIV-1 Antibody Test, and the expertise of the DOH Counseling, Testing and Partner Notification Coordinator, a Training of Trainer (TOT) course was developed.

Later in 2004, OraQuick's new Advance Rapid HIV-1/2 Antibody Test became the only FDA-approved rapid HIV test available that can be used with either whole blood or oral fluid specimens and also can screen for both HIV-1 and HIV-2. It received CLIA waiver, and this course was revised to include training on oral specimen collection. This course now covers both whole blood specimen collection (fingerstick) and oral fluid specimen collection (swab). If future trainers (participants in this course) know that they only want instruction on one of the types of rapid testing, the specific slides pertaining to the other type of testing can be skipped or omitted.

Goals and Objectives

This course is designed to provide practitioners with training on how to conduct HIV rapid testing, documentation, and client counseling in a point-of-care environment. The information will assist agencies and organizations to assess capacity, develop appropriate policies and procedures, and train staff for rapid testing implementation. This Training of Trainer course offers the skilled facilitator training on how to instruct an HIV rapid test course for practitioners. TOT participants will be able to:

dot Perform HIV rapid testing accurately and safely;

dot Communicate HIV rapid testing information clearly with clients;

dot Provide appropriate prevention and test result counseling with clients using a single-session model;

dot Consult with organizations to develop policies and procedures required for implementing HIV rapid testing at their sites, and;

dot Facilitate skills training to community organizations across Washington State and the region on HIV rapid testing, counseling, and organizational readiness.

The course consists of six modules. Each module includes an overall aim and a set of learning objectives.
