This Technical Implementation Guide provides guidance on writing learning objectives as a means to develop effective training materials. According to the guide, a learning objective is a statement of what the learner will know, understand, or be able to do as a result of engaging in a learning activity and writing good learning objectives can provide a strong foundation for training programs. Within the document there are sections devoted to rationale, types of learning objectives, and specific instructions on how to write objectives that are measurable and focused.
