Full Funding for Ricky Ray Trust Fund Provided in Final Budget Bill The National Hemophilia Foundation announced on December 18, 2000 that the 106th Congress passed an omnibus appropriations bill that provides full funding of $580 million for the Ricky Ray Relief Trust Fund. This trust permits $100,000 allocations to persons with hemophilia who acquired HIV infection and those secondarily infected (spouses, children, etc.). The announcement noted that there were approximately 5,500 petitions requesting these payments by July 31, 2000, and 900 petitions had been paid using the $75 million allocation provided in FY2000. The new funding will permit payment of all eligible claims. The Ricky Ray Hemophilia Relief Fund Act required eight years of congressional debate.
