IOM Critical of the Federal HIV Prevention Program [New
York Times September 28, 2000, pg. A18]: A report by the Institute
of Medicine commissioned by the CDC criticized the Clinton Administration
for its failure to develop a comprehensive and effective program
to prevent HIV infection. The government has spent $250-million
over five years for sex education programs that emphasized abstinence
despite no evidence that this message works. The report also called
for additional support for needle exchange programs and treatment
programs for injection drug users, and it requested insurance companies
reimburse physicians for the time required for prevention counseling.
