Created by legislative mandate in 1983, the AIDS Institute, a center within the New York State Department of Health, serves as the central agency that coordinates New York's response to the HIV/AIDS epidemic. The Institute plans, funds and evaluates HIV prevention and health care programs; educates the public; trains health care providers and counselors; and develops policy. The Institute administers federal and state money for HIV/AIDS clinical care, counseling and testing and public and professional education.

The AIDS Institute Office of the Medical Director, functions in a technical advisory capacity to the Executive Director of the AIDS Institute on prevention, education, health care and research activities, is responsible for all aspects of policy development and statewide strategic planning for the HIV continuum of care. The OMD directly oversees the formulation, development and publication of state-of-the-art clinical guidelines and protocols for the care of children, adolescents and adults with HIV infection. The OMD provides overall direction and management of statewide educational activities in HIV clinical care for health care providers as well as the training of HIV clinical scholars. The OMD manages the following programs: HIV Clinical Guidelines Development and Dissemination; Nicholas A. Rango HIV Clinical Scholars Program; HIV Clinical Education Initiative; HIV/AIDS Regional Community Education Committees; HIV/AIDS Materials Initiative; HIV Quality of Care Program; the Directory of AIDS Clinical Trials and Related Publications Initiative; the Treatment Adherence Initiative; and the Targeted Provider Education Demonstration Project.
